Position: Finance Coordinator – Project Grant Management
Location: Vientiane, Lao PDR
Duration: 1-year contract, renewable based on performance and funding availability
Reporting To: Operational Director


1. Background

CHIAs is implementing multiple development projects funded by international donors. The Finance Coordinator will oversee all grant-related financial activities to ensure transparency, accountability, and compliance with donor and national regulations. The role will foster sustainable project management, effective financial systems, and strong donor relationships.


2. Objectives of the Position

To lead the financial management of all project grants, provide strategic oversight, ensure compliance with donor requirements, maintain strong donor relations, and strengthen financial systems, controls, and reporting processes within CHIAs.


3. Main Tasks & Responsibilities

Strategic Financial Oversight & Grant Management

  • Develop and oversee the implementation of financial strategies and systems for managing multiple project grants.

  • Provide technical leadership in grant budgeting, planning, and allocation.

  • Monitor overall grant financials, including cash flow, burn rates, and fund utilization.

  • Prepare and review consolidated financial reports for senior management and the board.

  • Coordinate with donors to provide financial updates, ensure compliance, and maintain strong relations.

Financial Planning & Budgeting

  • Lead the development of detailed project budgets in collaboration with project managers.

  • Review and approve grant budgets and amendments, ensuring alignment with donor requirements.

  • Provide financial projections and forecasts for ongoing and upcoming grants.

Financial Compliance & Risk Management

  • Ensure financial activities comply with donor policies, national laws, and organizational standards.

  • Conduct periodic risk assessments and recommend mitigation strategies.

  • Monitor adherence to grant agreements, reporting deadlines, and statutory compliance.

Financial Monitoring & Reporting

  • Supervise monthly, quarterly, and annual financial reporting processes.

  • Ensure timely and accurate reporting to donors, including statements, expenditure reports, and audit documentation.

  • Implement and oversee reconciliations, audits, and internal controls.

Grant & Contract Administration

  • Oversee grant contracting, amendments, and overall compliance.

  • Facilitate the grant approval process and review financial documentation.

  • Maintain an updated grants management system with detailed financial records.

Audit & External Review Support

  • Lead preparation and coordination for external audits.

  • Address audit findings, implement corrective actions, and strengthen financial systems.

  • Liaise with auditors and external stakeholders.

Donor Relationship Management

  • Act as the primary financial contact with donors and funding agencies.

  • Prepare and deliver financial updates, reports, and presentations.

  • Engage with donors to clarify requirements, discuss financial issues, and foster trust.

  • Track donor expectations and ensure compliance with obligations.

  • Identify opportunities for donor capacity building and collaboration.

Capacity Building & Supervision

  • Provide technical support and training to project staff and finance officers.

  • Supervise finance staff, consultants, and external providers involved in grant management.


4. Qualifications & Competencies

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Master’s preferred).

  • Minimum of 5 years’ experience in financial management, with at least 3 years handling multiple grants or donor-funded projects.

  • Strong knowledge of financial reporting standards, compliance, and audit procedures (experience with NGOs or in Lao PDR preferred).

  • Proficiency in financial management systems (e.g., SunSystems, QuickBooks, ERP).

  • Excellent leadership, analytical, communication, and relationship management skills.

  • High integrity, attention to detail, and ability to manage multiple priorities under pressure.


5. Terms of Engagement

  • Full-time position based in Vientiane, with occasional travel as required.

  • Initial contract of 1 year, renewable based on performance and funding.

  • Adherence to strict confidentiality, organizational, and donor policies is required.
