Background

The Governments of Laos and Luxembourg are implementing the 5th Lao-Luxembourg Indicative Cooperation Programme (ICP V) (2023–2027), with a total budget of approximately €116.5 million. The programme focuses on four key sectors:

  • Health and Nutrition (H&N)

  • Local Development (LD)

  • Skills for Tourism, Agriculture and Forestry (STAF)

  • Rule of Law, Access to Justice and Good Governance (ROLAG)

The Health and Nutrition Programme (LAO/035) continues long-standing cooperation and aims to ensure accessible, affordable, and quality healthcare services for all Lao people. It focuses particularly on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) and nutrition, with a strong emphasis on human resource capacity development.

The programme operates primarily in Bolikhamxay, Khammouane, and Vientiane Province, with expansion to Bokeo.

Position Overview

The Deputy Senior Sectoral Adviser (DSSA) supports the Senior Sectoral Adviser (SSA) in the management and implementation of the Health and Nutrition Programme.

The DSSA is responsible for overseeing finance, administration, human resources, monitoring and evaluation (M&E), and communication. The role also contributes to strategic coordination and represents LuxDev when required.

Key Responsibilities

  • Support planning, implementation, and monitoring of programme activities

  • Oversee daily operations, including logistics, procurement, and field missions

  • Ensure compliance with operational and financial procedures

  • Supervise finance and administration team and the Junior Technical Adviser

  • Support recruitment and capacity development of programme staff

  • Coordinate with government counterparts and development partners

  • Monitor progress, identify risks, and propose corrective actions

  • Support audits and ensure proper financial reporting

  • Facilitate Programme Steering Committee meetings

  • Lead communication and knowledge management activities

Profile Requirements

  • Master’s degree in Public Health, Health Management, Health Systems, or related field

  • Minimum 8 years of relevant professional experience in international development

  • At least 3 years in a senior management or technical advisory role

  • Strong experience in programme management, including finance, HR, procurement, and M&E

  • Proven experience working with government and multi-stakeholder programmes

  • Experience in Laos or Lao language skills is an advantage
