Background
UNDP in Lao PDR supports inclusive growth, climate resilience, effective governance, and sustainable development, aligned with the national socio-economic development priorities and the Sustainable Development Goals (SDGs). A major area of support includes enhancing green and climate finance systems under the 9th National Socio-Economic Development Plan (NSEDP).
In this context, the UN Joint Programme on Green and Climate Finance, led by UNDP in collaboration with UNEP, UN-Habitat, and FAO, is establishing a Sustainable/Climate Finance Hub at the Ministry of Finance (MoF). This hub will coordinate technical support, policy development, donor engagement, and institutional capacity building for sustainable finance in Lao PDR.
Position Summary
The Chief Technical Advisor (CTA) will be based at the Ministry of Finance in Vientiane and serve as the senior technical lead for the new Sustainable/Climate Finance Hub. The CTA will report directly to UNDP (as lead agency) and work in close coordination with the Ministry of Finance, other government bodies, development partners, and the participating UN agencies.
This role focuses on providing high-level policy advisory services, overseeing hub operations, driving inter-agency coordination, and supporting resource mobilization and innovation in green and climate finance.
Key Responsibilities
Strategic Leadership and Policy Advice

Advise the Ministry of Finance and other key institutions on green and climate finance policies and institutional frameworks.

Lead the Hub’s work plan aligned with national priorities including NSEDP, Green Growth Strategy, and NDCs.

Promote innovative financing mechanisms such as sustainability bonds, carbon markets, and environmental fiscal reforms.
Operational Management of the Finance Hub

Finalize the Hub’s structure, staffing, and operating procedures.

Supervise daily operations, manage short-term consultants, and ensure high-quality outputs.
Coordination and Stakeholder Engagement

Act as Secretariat for the National Financing Strategy Committee and its Sub-Committee on Green and Climate Finance.

Engage with line ministries, provincial governments, and private sector stakeholders to coordinate climate finance implementation.

Foster partnerships with development partners, financial institutions, and international climate finance mechanisms.
Technical Oversight and Capacity Building

Provide technical guidance on sustainable finance instruments and policy design.

Lead capacity development initiatives, knowledge generation, and training programs across government sectors.

Promote South-South knowledge exchange and international learning.
Monitoring and Reporting

Lead monitoring and evaluation of activities under the UN Joint Programme.

Prepare regular reports for the Government and development partners.

Identify lessons learned and promote adaptive management.
Qualifications
Education
-
Master’s degree in Finance, Economics, Sustainable Policy, or related field (required).

Bachelor’s degree accepted with an additional two years of relevant experience.
Experience
-
At least 7 years (with master’s) or 9 years (with bachelor’s) of relevant experience in sustainable finance, development finance, or public finance.

Demonstrated experience in high-level policy advisory roles, project management, and international development.

Familiarity with sustainable finance in developing country contexts is preferred.
Skills

Proficiency in Microsoft Office, data tools, and knowledge platforms.
Languages
