World Vision International – Laos is a child-focused international NGO that has been working in Lao PDR since 1968. Its programs focus on the most vulnerable children, especially in rural and ethnic minority communities. The organization prioritizes sectors such as health and nutrition, education, livelihoods and climate change adaptation, and water and sanitation.


Project Overview

The Building Resilience and Reducing Rural Poverty Project (BRRRP) is a government-led initiative supported by the Asian Development Bank. It aims to enhance food security, reduce rural poverty, and increase resilience to climate change for poor households, especially women. One key component is a climate-resilient, gender-responsive poverty graduation program for 4500 rural women across four provinces.


Role Overview

The Livelihood and Technical Training Specialist will support the design, implementation, and monitoring of livelihood components and technical training under the pilot program. The goal is to enable women to access and sustain climate-resilient livelihoods that lift them out of poverty.


Key Responsibilities

  • Oversee market assessment to identify viable and climate-resilient livelihood options

  • Develop tools and training modules, including:

    • Livelihood matching tools

    • Livelihood plan templates

    • Grant utilization tracking

  • Monitor livelihood activities and analyze data

  • Train district-level staff, coaches, and government counterparts

  • Identify partnerships for technical training delivery

  • Provide guidance on asset purchasing, use of mobile money, and diversification strategies

  • Collaborate on the intensive support initiative for vulnerable women


Required Qualifications

  • Advanced degree in livelihoods, economics, value chains, sustainable development, or related field

  • At least 10 years of experience in livelihood or enterprise programs

  • Experience in economic inclusion, social protection, and women’s empowerment

  • Knowledge of climate-resilient livelihood strategies preferred

  • Experience working in Lao PDR is essential
