Organizational Context

Lao PDR faces challenges in accessing and using climate finance due to outdated frameworks, limited knowledge of financial mechanisms, and weak proposal development capacity. This role will strengthen the country’s climate finance programming, ensuring alignment with the GCF Strategic Plan 2024–2027 and national priorities.


Reporting Lines

  • Overall supervision: FAO Representative

  • Direct supervision: Assistant FAOR–Programme

  • Technical guidance: Lead Technical Officer (LTO)

  • Close coordination: National project team


Key Responsibilities

  • Review and update national climate policies/plans for the GCF Country Programme.

  • Support consultations for the programme update.

  • Lead review of project pipeline and align with GCF Strategic Plan 2024–2027.

  • Document lessons from PFES pilot implementation.

  • Contribute to studies for funding proposal with EPF as Direct Access Entity.

  • Support EPF in developing concept notes and funding proposals.

  • Provide input on innovative financial mechanisms for project development.

  • Develop a Climate Finance Guide Book (GEF, GCF, Adaptation Fund, others).

  • Draft technical documents and analyses for climate finance programming.

  • Work with International Climate Finance Expert for quality assurance.

  • Perform related tasks as assigned.


Minimum Requirements

  • University degree in Natural Resources Management, Economics, Climate Change, or related fields.

  • At least 7 years’ experience in climate investment plans and climate change programs/projects.

  • Working knowledge of English.

  • Must be a national of Lao PDR.
