Organizational Setting
Lao PDR continues to face challenges in accessing and utilizing climate finance due to fragmented coordination among stakeholders, limited institutional capacity, and evolving policy frameworks.
The National Designated Authority (NDA) plays a critical role in linking international climate finance mechanisms, such as the Green Climate Fund (GCF), with national development priorities. However, improved coordination with the GCF Secretariat and national institutions is required for effective governance.
The NGCF Coordination Specialist will be stationed within the NDA Office at the Ministry of Agriculture and Environment (MAE) and will play a key role in strengthening collaboration with the GCF Secretariat and national partners. The position will support climate finance processes, strengthen policy and financial alignment, and enhance the NDA’s role in climate finance coordination.

Technical Focus

Strengthen coordination between NDA and GCF Secretariat
-
Enhance inter-agency collaboration within Lao PDR
-
Improve tools and mechanisms for climate finance coordination (e.g., MRV system, Environment and Climate Finance Sub-committee)
-
Support Lao PDR’s strategic engagement with the GCF and related climate finance mechanisms
Tasks and Responsibilities
-
Support communication and coordination between NDA and GCF Secretariat
-
Facilitate correspondence, documentation exchange, and follow-up on GCF requirements
-
Maintain up-to-date knowledge of GCF policies and procedures
-
Support NDA in biannual and annual reporting to the GCF
-
Assist in preparing progress reports and compliance documentation
-
Help compile information required for GCF reporting
-
Support coordination and synergies with GEF, GCF, Adaptation Fund and other climate finance mechanisms
-
Assist in implementing the country programme, including reviewing concept notes and proposals

Track project pipeline development and status

Support quality control of project submissions

Contribute to project outputs and reports as required

Organize coordination meetings and stakeholder engagement activities

Assist in capacity building and training related to GCF processes

Perform other relevant tasks as assigned
Minimum Requirements
-
University degree in Environment, Climate Change, Economics, or a related field

Minimum of five years of relevant experience in GEF, GCF, AF or other climate finance mechanisms

Working knowledge of English (spoken and written, level C1)
