South East Asia and Pacific Multi-Country Office (EAPMCO):
Supports, develops, and oversees the UNOPS portfolio of projects in 24 countries across North East Asia, South East Asia, and the Pacific. The head office in Bangkok provides strategic direction, operational support, delivery oversight, and quality assurance across all MCO locations.

UNOPS in Lao PDR:
Established in 2017, UNOPS Lao PDR provides expert support to the Government of Lao PDR in project management, procurement, and infrastructure. Projects cover health, rule of law, and sustainable tourism, funded by partners such as Japan, the US, Korea, Luxembourg, Russia, the UK, WHO, and the Global Fund. UNOPS supports government programs in infrastructure, fund management, health, environment, governance, and digital transformation.

Project Background Information:
The project involves rehabilitation of Mittaphab Hospital (Hospital 150) in Vientiane, Lao PDR, aiming to enhance the healthcare system. Key components include:

  • Coordination with the Ministry of Health and hospital to validate the 2018 feasibility study.

  • Design, procurement, and execution of rehabilitation works.

  • Procurement and installation of medical equipment.

  • Design and implementation of a capacity-building program covering Hospital Management, Hygiene, Waste Management, Infection Prevention, and Maintenance Training.

The project is funded by the Russian Federation (~13M USD, 6-year duration) and managed in collaboration with the Ministry of Health and Mittaphab Hospital. The team includes a Senior Project Manager, Lead Construction Manager, Biomedical, Electrical and Mechanical Engineers, Project Management Support Associate, and a UNOPS EAPMCO support team.

Job-specific Background:
Under the supervision of the Lead Biomedical Engineer, the Project Management Support – Associate (Capacity Building) will provide substantive support in designing, coordinating, and delivering the training program under the capacity-building component.

Functional Responsibilities:

  • Support design and coordination of the capacity-building training program.

  • Work closely with the Lead Biomedical Engineer on training delivery.

  • Assist in documentation, reporting, and monitoring of capacity-building activities.

Education / Experience / Language Requirements:

  • Education: Completion of secondary education is required.

  • Relevant work experience as applicable to project support and capacity-building tasks.

  • Language: Fluency in Lao and working knowledge of English is desirable.

Contract Type, Level, and Duration:

  • Local Individual Contract Agreement (LICA), Level 6.

  • Duration: Up to 18 months, ongoing based on funds and performance.
